The study explored the Media and Information Literacy (MIL) competency and level of participation of out-of-school youth (OSY) in Bato, Camarines Sur, with the aim of identifying implications for youth development programs. Using a descriptive-correlational research design, data were gathered through a structured questionnaire administered to selected OSYs. Results revealed that while the respondents exhibited moderate MIL competency, particularly in accessing and evaluating information, their level of participation in community and digital activities remained relatively low. Statistical analysis indicated a significant relationship between MIL competency and active participation. The findings highlight the need for targeted interventions that integrate MIL training into existing youth programs to enhance civic engagement, responsible digital citizenship, and socio-economic opportunities for OSYs. The study recommends the development of community-based MIL initiatives to empower youth in marginalized sectors and support their reintegration into productive societal roles.
