This study discusses the service delivery of Camarines Sur Electric Cooperative III (CASURECO III) in the coastal barangays of Bula and Balatan, Camarines Sur. Since these regions are geographically remote and have infrastructural constraints, the study focuses on how customers perceive electricity service, the accessibility issues, and how the cooperative institution reacts to them. A qualitative design was used, and information was collected using semi-structured interviews with four employees of CASURECO III and six residents. Thematic analysis showed that consumers were concerned with frequent power interruptions, aberrations in billing, and ineffective communication. These problems hurt livelihoods, education, and everyday activities, and the town's citizens adhere to informal methods of coping and no longer trust the effectiveness of the cooperative.
Employees recognized logistic constraints, equipment deficiency, and initiatives like online reporting systems and performance monitoring tools to overcome service gaps. Nonetheless, the poor infrastructure and lack of resources usually compromise such efforts. The paper highlights that there is a huge discrepancy between the service delivery and the demands of the communities and that institutional changes, better communication and decentralized improvement of the services are required.
The results provide part of the solution to understanding the problem of electric services in geographically isolated communities and will give insight into how rural electrification can be enhanced. Publishing the Citizen Charter, enhancing community partnerships, and creating a barangay-based lineman program should achieve more transparency. The study forms a basis for policy interventions and collaborative approaches that could be used to guarantee reliable and fair electricity services in rural coastal areas.
