The study aims to determine Students' Perceptions of the Learning Environment and Its Effect on their Learning Development. It seeks to determine the profile of the respondents, factors in the learning environment that affect the learning development, the level of student's perception of the learning environment towards the learning development, and the proposed action plan to enhance the learning development of the students. The researchers made use of the descriptive method, frequency count, percentage technique, weighted mean, Likert Scale, and rank ordering method to compute the profile of the respondents, factors in the learning environment that affect learning development, level of student's perception of the learning environment towards the learning development, and the proposed action plan. The main findings of the study show that the factors in the learning environment that affect the learning development of the respondents along: Physical, Social, and Institutional Policies were all interpreted as affected. In the level of student's perception of the learning environment towards the learning development along: Learning Capability and Communication Skills were all interpreted as effective. As an output of this study, the researchers proposed an action plan to improve the student's learning environment and its effect on their learning development.
