Using the PROJECT Nationwide Operational Hazard (NOAH), three (3) research locales were identified as the high level of risk in flooding which are Barangay Balinad, Balangibang and Ponso. With the use of mixed method and sequential explanatory design, a dichotomous survey questionnaire and an in- depth interview with semi- structured sets of questions were administered to the selected Barangays. Results reveal that the most dominant social media platforms Polanguenos utilized is Facebook and several factors affect the digital social media communication of the constituents and local leaders including the limited access to internet and Wi-Fi, interpretation of English posts, lack of presence of the Barangay Facebook Page and the humorous posts of local leaders. Findings also reveals that despite the accuracy of the typhoon- related information disseminated by local leaders, their promptness in replying in comments and active presence during typhoon preparation becomes the problem of the constituents every typhoon preparation phase. Thus, the study recommends a Typhoon Risk Reduction Management Strategy to improve the communication and utilization of local leaders and constituents using their social media platforms. | |
