520 3 _aTransaction numbers are needed by students to access important services at the Cashier’s Office of public higher education institutions (public HEIs). Despite their importance, students often face difficulties getting these numbers. This study explored the experiences of undergraduate students in obtaining transaction numbers at a public HEI in Camarines Sur. The aim was to identify common problems in the current distribution system. In-depth interviews were conducted with students who had direct experience with the transaction number process. Using Braun and Clarke's thematic approach, the findings showed repeated issues such as long waiting lines, unclear or inconsistent procedures, limited number of available slots, and poor communication between staff and students. These concerns pointed to weaknesses in how the process was managed. Respondents of the study described the transaction number distribution as disorganized and confusing. Procedures were not consistent and had often changed depending on the officer-in-charge. Disorganized communication was present since students were often unsure about what to expect or what steps to take. Although the main goal was to understand student experiences, many also shared the effects of these problems, including stress, wasted time, and disrupted daily activities. Based on these findings, the study recommends the creation and proper observance of a Citizen’s Charter focused on the transaction number distribution process in the Cashier's Office. Setting clear rules and making sure they are followed may help improve the system. This would support a more student-centered and efficient administrative service in public HEIs in transaction number distribution.
