520 _aThis study examines the limitations of library services at Camarines Sur Polytechnic Colleges Buhi Campus, focusing on limitations in the library services, student access and usage patterns. The library in CSPC Buhi's Campus encounters several limitations in terms of compliance. One primary concern is the limited physical space available, which hampers the library capacity to accommodate the growing number of students and provide comfortable study areas. Additionally, the lack of space restricts the ability to store an adequate number of books, thereby limiting the accessible resources for students and faculty. Descriptive method was used to investigate the specific library services offered at CSPC Buhi Campus, including book borrowing, reference assistance, digital resources, and other relevant services, using questionnaire as the main data gathering tool. Findings revealed that most respondents, primarily young individuals aged 18-19, predominantly female, single, and enrolled in the Bachelor of Science in Office Administration (BSOA) program, rarely utilize library resources. While those who do visit the library often spend between 1 and 2 hours, highlighting a potential need for strategies to encourage greater engagement. The study employs the theoretical framework of reciprocal determinism, recognizing the interplay of personal factors, behavior, and environmental conditions in shaping student success. The research aims to identify specific limitations and propose a Library Development Plan to improve library services, ensuring compliance with relevant regulations and enhancing the library's capacity to meet the evolving needs of students and faculty. By addressing these limitations, the study seeks to foster a more vibrant and inclusive learning environment at CSPC Buhi, promoting equitable access to information and fostering academic excellence.
