520 3 _aDue to its geographical location, the Philippines experienced various disasters annually, including typhoons, storm surges, and flash floods. Despite this, the state managed to mitigate the impact on society and reduce casualties by implementing ICT warning systems and disaster management strategies that reduced disaster risks and protected communities. In this study, the researchers examined and surveyed to determine the current ICT early warning systems of two LGUs in Rinconada: Baao and Buhi, Camarines Sur. Baao has a total population of 61,493, and Buhi has 81,306. The researchers focused on comparing the effectiveness and limitations of the ICT-based early warning systems in these two municipalities, which included automated rain gauges, walkie-talkies, and text blast systems. The study addressed related findings of this comparative analysis and provided recommendations for both jurisdictions. The research revealed that while both municipalities benefited from the ICT-based early warning systems, there were significant differences in their implementation and effectiveness. Factors such as community engagement, technological infrastructure, and local government support played critical roles in the success of these systems. The study underscored the importance of continuous monitoring, regular updates, and comprehensive training for local officials and residents to maximize the benefits of early warning systems. Future studies may need to increase the number of municipalities involved in this research and collect data on the long-term effects resulting from the implementation of the ICT-based early warning systems. This would involve surveys and structured inquiries among residents and local officials to establish community perception and satisfaction levels with the system, leading to recommendations for further improvements. Expanding the scope of research to include diverse geographic areas and varying levels of technological adoption would provide a more holistic understanding of the effectiveness of ICT-based early warning systems across the Philippines.
