520 3 _aBarangays, as the smallest administrative units in the Philippines, play a crucial role in delivering public services and community development. Effective barangay management systems are essential for ensuring the efficient delivery of services and addressing the needs of the community. This barangay management system is a software solution that helps manage the operations and activities of barangay Paloyon Oriental, including recording, monitoring, and reporting on various barangay-related transactions and activities. It provides a centralized database for storing barangay-related information, allowing barangay officials and residents to access and share information easily. This study aimed to create a web-based management system with SMS Notification to address the specific problems encountered by the residents of barangay Paloyon Oriental, with the goal of improving the accessibility and efficiency of barangay-related information retrieval, announcement dissemination, and document requests. The researchers developed the system using extreme programming as the software development methodology and a mixed method research design to collect important data through one-on-one interviews with open-ended questions. Aside from interview and observation in gathering data and to contribute a better understanding of the study, proponents evaluates system performance using black box testing such as boundary value analysis, requirements based testing, compatibility testing, stress testing and integration testing, with an overall result of 0.86 which means that the system is completely functional. A weighted mean was also used to evaluate and interpret the data. The study revealed that the web-based management system with SMS notification of barangay Paloyon Oriental passed the black-box testing. Therefore, it is reasonable to implement the web-based management system with SMS notification of barangay Paloyon Oriental.
