Dissertation note: Undergraduate Theses (BSCE) - Civil Engineering. Camarines Sur Polytechnic Colleges, 2022. Abstract: Balatan is a coastal municipality in the province of Camarines Sur. It is susceptible to the risk of coastal erosion and flooding throughout its coastal areas. This study designs a multi-purpose evacuation center in Balatan, Camarines Sur, to provide the community with a safe emergency shelter before, during, and after a disaster. Specifically, this study aims to (1) determine the design parameters of the building in terms of land area, ownership, number of occupants, and soil type; (2) to design site development as well as architectural, structural, plumbing, and electrical plan in conformity with legal codes and standards; and (3) to compute the cost estimate of the proposed building. The researchers used descriptive and developmental research methods and utilized research procedures of data gathering, site inspection, interview, design phase, and cost estimation. The multi-purpose evacuation center is a three-storey building with a total floor area of 1,822.5 square meters and a total height of 12 meters. This study found that the given site has a total land area of 9,934 square meters and is government property. Using Unified Soil Classification System (USCS) method, the soil sample is classified as coarse-grained SP or poorly graded sand. The estimated maximum number of occupants for the evacuation center is 527 families or 2,639 individuals. The facility possesses various amenities, such as separate toilets and baths for men, women, and PWDs, administrative offices, a breastfeeding area, an emergency area, a storage area, a kitchen area, and a conjugal room. The estimated cost of the multi-purpose evacuation center is Php. 107,844,552.48, which includes the direct and indirect costs of the building.
