Roads are a catalyst for economic growth and vital to access the development of an area. Bula, is one of the active municipalities in Camarines Sur, with a total land of 16,772 hectares, and with a total of 33 barangays. The growing populations, expectation for continuous economic growth, and increasing concern of the residents for accessibility have contributed to the demand for alternative economic routes that are beneficial for them. The Researchers conducted field surveying in the municipality, thus casual interviews to gather different topographical concerns – location of nearby waterways, lakes, low-lying grounds, and relevant information about the situation – floods and land authority. In addition, the Researchers used possession data from CENRO, thus the generated data from actual surveys using RTK to create a design of an alternative route from Fabrica – Balaogan. The Researchers built a 4.14 km route design, elevated around 2m– 4m, with 221 stations by 20m, 5 culverts, and possible locations for 3 bridges. The design route conforms to DPWH standards for secondary roads and generated a total volume for a cut of 6.18 m3 and a total volume for a fill of 197,940.27 m3. The created possible design route would connect two distant barangays in a shorter distance, and capacious enough for more accessibility. Moreover, it is designed with precision on its elevation to conform to the intense flooding in the area.
