The adoption of Electronic Medical Record (EMR) systems has been widely recognized as a means to enhance healthcare efficiency, data accuracy, and patient care. This study examines the utilization of EMR management in Rural Health Units (RHUs) in the province of Catanduanes, focusing on healthcare providers' perceptions regarding ease of use, effectiveness, data security, training, and system reliability. A quantitative, descriptive-correlational research design was employed in this study, involving 120 respondents composed of physicians, nurses, and midwives from 11 towns in the province of Catanduanes. Data was gathered through structured questionnaire, assessing respondents' demographic profiles and perceptions of EMR utilization. Descriptive and inferential statistical methods were applied to analyze the responses, revealing key trends and relationships.

Findings indicate that healthcare providers generally perceive EMR systems as user-friendly and effective in enhancing patient information management, accuracy, and communication. However, challenges persist, particularly in system navigation, accessibility, and training adequacy. A significant portion of respondents lacked formal EMR training, which may hinder effective utilization. While the system was viewed as secure, concerns regarding data privacy and breach prevention remain.

The study highlights the need for targeted training programs, improved system reliability, and enhanced integration of EMRs with clinical workflows. Strengthening data security measures and addressing user concerns can further optimize EMR adoption. Policy recommendations focus on structured training initiatives, technological enhancements, and support mechanisms to ensure seamless EMR implementation in rural healthcare settings.
