This paper examines the participation of the urban poor in crafting development policies, utilizing community-based participatory approaches. Recognizing the importance of inclusivity in the decision-making process, as mandated by the 1987 Philippine Constitution and the Local Government Code of 1991, this study highlights the importance of an inclusive decision-making process. The researchers employed a quantitative design, utilizing survey questionnaires, to assess the differences in awareness, self-perceived capacity and competency, level of participation, and perceived institutional support between the urban poor and policy implementers. The findings reveal a significant difference between the perceptions of the urban poor and the implementers, indicating limited development policies centered on the urban poor and limited use of participatory approaches by the city government. The findings of the study contribute to the field of public administration by providing insights into the dynamics of participation and the effectiveness of participatory approaches in policy development.
