Program assessment is critical in ensuring an effective and efficient public service delivery. By evaluating the impact of public programs, governments can identify areas of strength and weakness and make data-driven decisions to optimize resource allocation and improve outcomes. Hence, this study aimed to examine the implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged or Displaced Workers in Balatan, Camarines Sur. The researchers sought to inform practical recommendations to enhance the program's implementation. By employing survey questionnaires, the research examines beneficiaries' perceptions of the program's selection practices and sheds light on various challenges. The results reveal that there is an increasing trend among the program beneficiaries who believe in the existence of political interference in the implementation of TUPAD. Furthermore, beneficiaries noted several key challenges affecting their overall impression of the program, such as difficulty accessing program information, payment concerns, and lack of additional post-program benefits. These study findings could guide policymakers and program administrators in addressing existing barriers and ensuring that the program better meets the needs and expectations of its intended beneficiaries.
