Zone 1, San Isidro Road, a National Tertiary Road in Libon, Albay is one of the flood-prone areas in Albay province. This study aimed to design an upgraded concrete road in terms of Road condition, drainage system, flood water and road safety; To determine the parameters in designing the road in terms of road profile, soil condition and design plan. Also, to perform the detailed engineering design in terms of drainage, road and road safety. And lastly, this project aims to provide a total project cost of the upgraded concrete road. Descriptive developmental research method was used method as it aligns with the concept of developing road infrastructures for the benefit and advantage of the specified area. For the level of the flood water, the waistline level of the floodwater has a maximum of 1 meter and covers a length of 400-450 meters from the bridge. Flooding last in 3 days in rainy weather and 2 days if it is a normal day and with a maximum flood water level of 1 meter. In addition, the present condition of the existing road has no road safety measures such as signages and safety barriers along the side of the road. The road was upgraded with accordance to the assessment of present condition of the road, soil condition, and road profile and upgraded by 1.5 meters. The overall estimated cost of materials and services, including value added tax, contingencies, and labor cost of the computed cost materials is sixteen million six hundred thousand pesos (P 16,600,000.00).
