Dissertation note: Undergraduate Theses (BPA) - Public Administration. Camarines Sur Polytechnic Colleges, 2025 Abstract: Barangay Health Workers serve as frontline providers of primary healthcare in rural communities. This study assessed the performance of BHWs in Rural Health Unit-1, Bula, Camarines Sur using the public administration principles of efficiency, responsiveness, and participation. Using an area sampling quantitative design, data were collected from 273 clients and 56 BHWs across eight barangays through a structured 4- point Likert Scale questionnaire and analyzed using descriptive statistics, Welch's One-Way ANOVA, and the Rasch-Andrich Rating Scale Model. Findings showed that BHWs demonstrated high levels of efficiency in timely service delivery and operational readiness, responsiveness in effective communication and client-centered service, and participation in active community engagement and coordination with local stakeholders. Statistical analysis also revealed a balanced application and that no significant difference among the three principles in influencing performance. Guided by Systems Theory and New Public Management, the study recommends capacity-building, strengthened administrative support, improved documentation systems, and enhanced inter-agency collaboration to sustain effective primary healthcare delivery.
