Dissertation note: Undergraduate Theses (BPA) - Public Administration. Camarines Sur Polytechnic Colleges, 2025. Abstract: The Philippines has faced numerous disasters that exposed deficiencies in the disaster management efforts under Republic Act 10121, which seeks to shift from reactive to proactive governance and promote adaptable, sustainable development for Filipinos. In this context, the municipality of Bula, Camarines Sur-frequently affected by floods and typhoons-serves as the focal point of this study. The research aims to assess the effectiveness of Geographic Information System (GIS) technology in enhancing the disaster response efforts of the Local Government Unit (LGU) of Bula. Specifically, the study explores: 1) The role of GIS in supporting various aspects of disaster response; 2) GIS-based resource allocation and deployment in optimizing disaster response operations; 3) The accuracy and timeliness of damage assessment and recovery monitoring using GIS tools; and 4) The extent to which GIS technology has improved communication and coordination among disaster response stakeholders. Using a qualitative approach, the study involved interviews with three participants. The findings reveal several limitations in the utilization of GIS technology, including: 1) Dependence on external agency data; 2) Technical challenges; 3) Financial constraints; and 4) A lack of trained personnel. This study contributes to the field of public administration by enhancing understanding of how GIS technology can support decision-making and improve disaster response mechanisms at the local level.
