This study assessed the implementation of the Rice Competitiveness Enhancement Fund (RCEF) in San Antonio, Iriga City, Camarines Sur. Established under Republic Act No. 11203, also known as the "Rice Tariffication Law," the RCEF aims to uplift farmers, ensure food sufficiency, and enhance the global competitiveness of Philippine agriculture. Utilizing the Rasch-Andrich Rating Scale Model, the study evaluated the program's impact on farmers' livelihoods, the challenges they face, and the extent to which the RCEF meets their needs. The findings revealed several issues encountered by beneficiaries, such as 1) long queues in accessing the program, 2) delays in the distribution of assistance, and 3) the requirement to submit extensive paperwork for compliance. Nevertheless, the results also indicated that the program helped increase productivity, improved access to resources, and potentially enhanced income and living standards for the farmers. To address the identified bottlenecks, the researchers recommended the creation and utilization of an online appointment system. This system would streamline the application and distribution processes, benefiting both farmer-beneficiaries and program implementors.
