Dissertation note: Undergraduate Theses (BPA) - Public Administration Camarines Sur Polytechnic Colleges, 2024 Abstract: Public administration seeks government improvement by having competent leaders who promote public welfare, especially at the grassroots level. Thus, there is a need to enhance their effectiveness across all dimensions of the legislative function. This study determined the leadership competence among local barangay officials of Bato, Camarines Sur by employing a quantitative-descriptive approach. Survey questionnaires were used to gather data from local barangay officials among selected barangays in Bato, Camarines Sur. The results of the study revealed that the local barangay officials of Bato, Camarines Sur have the highest logit value, indicating the most challenging in terms of the methods of voting and resolution drafting. These competencies are a big factor in predicting leadership competence among local barangay officials, dependent on this study. A seminar for different methods of voting and a workshop in drafting resolutions to enhance the leadership competence among local barangay officials and improve in promoting public welfare, especially at the grassroots level. The study helps public administrations address problems, formulate policies, enhance the quality of public services, and improve government practices.
