Summary, etc. Libraries serve as an important cultural and information hub, preserving history, culture, and community knowledge through local collections. However, managing this collection presents unique organizational challenges. This study investigates the challenges faced by different libraries in the Rinconada area in Camarines Sur, Philippines, in organizing local collections. Using a mixed-method research design, the study examines quantitative data from 30 respondents across 12 institutions and qualitative insights from in-depth interviews with six librarians from academic and public libraries. The research identifies key challenges including resource availability, space and facilities, fund allocation, staff training and expertise, technology integration, and collection development and maintenance. It explores the impact of library profiles such as the number of library personnel, type of library, and type of library personnel on managing local collections. Guided by community informatics and contingency theories, the study highlights how situational and technological factors influence library operations. Results reveal that most libraries face inadequate funding, limited technology integration, and insufficient staff training, significantly hindering effective collection management. The study underscores the need for intervention plans, focusing on enhanced funding, professional development, modernization of facilities, and stronger community collaboration. This research benefits library staff, IT personnel, patrons, and local communities by providing actionable insights into improving local collection management. It also encourages future research on local collection, emphasizing their role in preserving cultural heritage and supporting community development. By addressing these challenges, Rinconada libraries can better fulfill their mission of providing accessible and meaningful resources to their community.
