Summary, etc. Natural hazards, intensified by the accelerating impacts of climate change, have become a pressing global concern. The increasing frequency and severity of extreme weather events-such as typhoons, floods, droughts, and wildfires-pose significant threats to human life, infrastructure, and economic stability, particularly in vulnerable regions. This study assessed the effectiveness of Early Warning Systems (EWS) in mitigating the impacts of natural hazards in the 5th District of Camarines Sur, Philippines. Specifically, it aimed to evaluate the demographic profile of respondents, measure the perceived effectiveness of EWS across technical, operational, social, and institutional aspects, identify influencing factors, and examine the relationship between demographic characteristics and system effectiveness. Utilizing a descriptive-correlational research design, the study collected data from respondents across Iriga City and six municipalities. Findings revealed that the EWS was generally effective, with the technical and operational aspects rated highest. However, gaps in social and institutional dimensions were identified, including limited community participation and inconsistent policy support. Factors such as technological advancement, local governance, communication methods, and community involvement significantly influenced EWS performance. Additionally, age, educational attainment, and municipality were found to be significantly associated with perceptions of system effectiveness. Based on the findings, a proposed enhancement plan was developed to improve the responsiveness and inclusivity of existing early warning systems. The study underscores the need for demographically sensitive, technology-driven, and community-based approaches to disaster preparedness in hazard-prone regions.
