Summary, etc. The need for improved security measures, efficient processes, and real-time data tracking and<br/>analysis characterizes the current Human Resource landscape. The Human Resource Information<br/>System (HRIS) contributes to the modernization and development of the HR function. This study<br/>aimed to develop a web-based attendance system that will enhance and improve human resource<br/>workflow regarding employee information management, attendance monitoring, and leave<br/>management for the local government unit’s employees of Pili Camarines Sur. The system's<br/>performance was assessed using black box testing. The researchers followed the Extreme<br/>Programming software development methodology to guide the system's development process. An<br/>interview guide and survey questionnaire addressed the client's challenges and specific needs.<br/>The survey respondents included IT experts, permanent employees, and job order employees of<br/>the municipality. The collected data was evaluated and interpreted using the arithmetic mean. The<br/>study findings show that the system successfully passed the black box testing with a score of<br/>0.96, indicating that the Development of a Web-based Biometric Human Resource Information<br/>System with Location and Device Tagging of the Municipality of Pili, Camarines Sur is fully<br/>functional and operational.
