This study examined the challenges and barriers faced by the Non-Communicable Disease (NCD) program in Barangay Palo, Bato, Camarines Sur, focusing on accessibility, efficiency, and resource availability. The research employed a descriptive correlational design, utilizing surveys and interviews to collect data from healthcare providers, local government officials, and 219 community residents diagnosed with NCDs or has a relative with NCD currently residing within their household. Statistical analysis was conducted to determine the influence of demographic and socioeconomic factors on program effectiveness. Findings revealed that while transportation services were moderately available, healthcare access remained limited due to a shortage of medical personnel, insufficient funding, and weak resource management. Additionally, ineffective communication strategies and a lack of comprehensive health education further diminished the program’s impact. Barriers to healthcare access were categorized into intrinsic factors, such as low patient motivation, lack of provider encouragement, and inadequate family support, and extrinsic factors, including financial constraints, overcrowded facilities, drug supply shortages, and geographical challenges. Notably, religious affiliation significantly influenced healthcare utilization, highlighting the need for culturally sensitive, faith-based health interventions. To improve healthcare delivery, the study recommends expanding the health workforce, strengthening communication strategies, increasing government funding, and launching tailored health education campaigns. Community-based interventions addressing financial and motivational barriers, as well as enhanced collaboration among stakeholders including healthcare providers, government agencies, and local organizations are essential for an equitable and effective healthcare system. Moreover, implementing mobile health initiatives and remote medical care can help overcome geographical barriers and improve service reach. Strengthening public-private partnerships and promoting community-driven health initiatives can further foster a resilient healthcare system in Palo, Bato, Camarines Sur.
