Phosphorescent materials can be used and the proper concrete mix design to illuminate a road lane in the area can reduce vehicular accidents as well as which, if proven effective, can also be beneficial for the technological advancement of our road infrastructure in the nation. Using this as lighting for roads and their auxiliary facilities can improve the safety of vehicles and pedestrians walking at night and prevent traffic accidents. This study identified the properties and the effect of phosphorescent material when applied to the concrete. This study determined the properties of concrete with phosphorescent applied at its surface and properties of concrete mixed with phosphorescent powder per proportion in terms of Density, Luminance, Compressive Strength, and Duration. This study also determined the Comparison between mixing and coating. Finally, this study determined the cost of the estimate. The first phase of the experiment will be done by making 9 100mm x 100mm concrete cubes with a varied amount of phosphorescent materials applied. The second step involves applying various numbers of coats of phosphorescent material to the concrete. According to ASTM C109, the compressive strength of the concrete will be evaluated and tested in line with ASTM standards (Standard Test Method for Compressive Strength of Hydraulic Cement and other Mortars). The test results show that the more levels of phosphorescent material are mixed, the lower the quality of concrete. This shows that phosphorescent material does not have properties that can replace cement. Also, the luminance of concrete when mixed with phosphorescent material is low, and its duration only last for about an hour. The coating of the pigment shows better results. It has a higher luminance and a longer duration of glow time. Also, the cost is lower compared to the mixed.
